Change to Aspen card use for asylum seekers on Section 4 support

A change has been made (by the UKV&I) to Aspen card use for asylum seekers in receipt of section 4 support.  Previously, section 4 recipients could only shop from was limited number of retail outlets.  From Friday 28th July Aspen card use has been extended to retail stores which accept Visa, which should be most.  As far as we are aware, all section 4 recipients were notified via post on 21st July.

Although this change is slight, it is significant.

N.B. Under section 4 regulations access to cash is still not permitted.
